Disability Resources, inc. is a nonprofit 501(c)(3) organization established to promote and improve awareness, availability and accessibility of information that can help people with disabilities live, learn, love, work and play independently.  Disability Resources, Inc. serves thousands of individuals with disabilities through a multidisciplinary network of service providers and consumers. In order to reach as many people with disabilities as cost effectively as possible, they target their services and publications to libraries, disability organizations, independent living centers, rehabilitation facilities, educational institutions, and health and social service providers.

Housing

Affordable & Low-Income Housing

• East Baton Rouge Parish Housing Authority (EBRPHA) – Located at 4731 North Blvd., Baton Rouge, the EBRPHA administers the Housing Choice Voucher (Section 8) program and manages several affordable housing communities throughout East Baton Rouge Parish.
• LA Housing Search – A free statewide housing registry where you can search for affordable rentals, accessible units, income-based housing, senior housing, and disability-friendly properties. Users can filter listings by accessibility features and rent assistance programs.
• Louisiana Housing Corporation (LHC) – Administers statewide affordable housing initiatives, rental assistance, homeownership programs, and rapid re-housing services. Phone: (225) 763-8700
• Mayor's Office of Homelessness Prevention – Connects individuals and families with coordinated entry services, emergency housing resources, and local community partners.
• City of Baton Rouge Housing & Rental Assistance – Offers referrals for rent, mortgage, and utility assistance through community organizations, including the YMCA.
• Southeast Louisiana Legal Services – Provides free civil legal assistance to eligible low-income residents facing housing issues, landlord disputes, or eviction.

Housing Programs for Individuals with Disabilities

Several specialized programs are available to help people with disabilities obtain accessible, affordable housing.

• Permanent Supportive Housing (PSH) – Combines affordable housing with voluntary supportive services for individuals with long-term disabilities. Contact the Louisiana Department of Health at 1-844-698-9075 for eligibility information.
• Non-Elderly Disabled (NED) Housing Vouchers – Rental assistance for eligible adults with disabilities between the ages of 18 and 61.
• Disability Rights Louisiana (DRLA) – Provides advocacy, housing rights information, and assistance with fair housing issues for people with disabilities.
• HUD Rental Assistance Programs – Includes Housing Choice Vouchers (Section 8), Public Housing, and the Section 811 Supportive Housing Program for Persons with Disabilities.
• Medicaid Home and Community-Based Waivers – The Louisiana Office for Citizens with Developmental Disabilities (OCDD) offers waiver programs that help eligible individuals remain in community-based housing with needed supports.

Applying for Section 8 Housing Assistance

Housing Choice Voucher waiting lists open and close throughout the year. To apply:

• Contact your local Public Housing Agency (PHA) to determine whether the waiting list is open.
• In Baton Rouge, apply through the East Baton Rouge Parish Housing Authority.
• Create a profile through AffordableHousing.com if your local housing authority uses that application system.
• Search for affordable housing opportunities statewide using LAHousingSearch.org.
• Call 2-1-1 for assistance locating available housing resources and local housing counselors.
